The flattest stretch is the exchange around "I count over fifty. Either crime's tripled in the last week or Vaheem is on a tear." The scene has been building nicely through Sarah's internal contradictions — her practiced line about her parents, the unfairness she's clocking but can't voice — and then the conversation with Morgan slides into functional exposition. He's essentially delivering a briefing: mages, enchanted cuffs, contraband components, a guild thief incoming. The information is necessary, but it arrives as a list, and Vesharra stops reacting to it emotionally. She becomes a passive receiver of plot rather than a character under pressure.

The deeper issue is that Morgan's warnings land without cost. When he says "Careful, Sarah" after she floats the Vaheem observation, the moment has real stakes — she's one overheard word away from compounding her parents' treason with her own — but it passes instantly. She agrees he's right, he jokes, and they move on. That beat should linger. The paranoia of it, the specific vulnerability of a woman already marked by her bloodline, could keep tension running under every prisoner sentencing that follows.

The crowd-growing detail — guild mages filtering in without official reason — is actually a strong tension engine, but it's buried in "was...concerning" and immediately overridden by her focusing on her notes. The concerning is told to us and then set aside. That's where the air goes out.

The question to ask yourself: what does Sarah fear most in this specific moment — not in the novel broadly, but right here, in this arena, with Morgan watching? Let that fear shape what she notices, what she mishears, what her hand does instead of her pen. The prisoner sentencings that follow Morgan's exit are structurally smart as a tension-raiser (escalating harshness, the crowd's silence), but they read as witnessed rather than felt because her interiority goes quiet.
